The history of Source S-3 is that Tim Cooper received one letter postmarked from Sacramento, California with the Police Officers Association return address (Pig Bowl). Enclosed was a one-page memo that authorized the creation of the Interplanetary Phenomenon Unit, part of Counter Intelligence Corps (CIC).
